Darktable is a powerful PC-based editor with a steeper learning curve. Snapseed is a decent on-device option for Android with a shallow learning curve. It will be low-contrast and desaturated, which you'll need to adjust to your liking in a photo editor before exporting as a jpeg. RAW, on the other hand, when rendered to a screen will look bad. I still build from scratch occasionally (I built from scratch but that's still using Pelican as the SSG). Rawtherapee is another app in the same category, and usually appeals to people who don't like Darktable's interface. If you're looking to learn more complicated software without having to rent it while you do, there's Darktable.
